Empowering Youth to Engage in Community Projects that Bridge Cultural Divides: The CIVIC-Bridge Framework and the Youth Bridging Engagement Pathway

Cultural divides—across religion, ethnicity, nationality, and worldview—are among the most persistent obstacles to peaceful coexistence, and young people are too often cast either as their victims or as their agents. A substantial body of evidence suggests the opposite is possible: when they are genuinely empowered, youth can become the most effective builders of bridges across those divides. Yet the knowledge needed to design such empowerment is scattered across separate literatures on intergroup contact, positive youth development, service-learning, intercultural competence, and the youth–peace–security agenda. This conceptual paper integrates that evidence into a single, actionable design logic. It advances the CIVIC-Bridge Framework, which specifies five interdependent design principles for youth-led cross-cultural community projects—Contact under optimal conditions, Intercultural competence, Voice and ownership, Impact through authentic service, and Continuity with institutional support—and links them to five bridging outcomes. To translate the framework into practice, the paper introduces the Youth Bridging Engagement Pathway, a four-phase implementation cycle (Convene, Co-create, Collaborate, Consolidate) organized around youth agency, together with a graduated model of youth empowerment. An illustrative application shows how design fidelity is expected to shape outcomes. All quantitative values are illustrative simulations calibrated to effect-size ranges reported in the literature and are presented to demonstrate the framework rather than to report empirical findings. The framework offers educators, civil-society organizations, and policymakers—particularly those advancing the United Arab Emirates’ tolerance and coexistence agenda—a coherent basis for designing youth engagement that bridges rather than deepens cultural divides.
