As part of its efforts to lead an integrated, knowledge- and data-driven social ecosystem and strengthen its ability to anticipate societal transformations and respond to them proactively, the Community Development Authority in Dubai (CDA) has signed a Memorandum of Understanding (MoU) with Emirates Scholars Center for Research and Studies to enhance research and knowledge collaboration in the field of social development. The partnership supports the advancement of social research, studies, policies, and strategies, contributing to improved quality of life across the emirate.


This partnership reflects CDA’s commitment to leveraging knowledge and evidence to advance the social sector through conducting priority social studies and surveys, and producing analyses, indicators, and reports that enhance understanding of the needs of individuals and families. These efforts support the development of more responsive social policies, programmes, and services, contributing to the objectives of the Dubai Social Agenda 33.


The areas of collaboration include conducting joint scientific research and studies on priority social issues, publishing their findings in peer-reviewed scientific journals, and developing social research methodologies in line with professional best practices. The partnership will also build the research capabilities of national talent through specialised training programmes and workshops, prepare policy briefs and dashboards, and support the accreditation of the Social Observatory as a specialised research centre. As a first step towards activating the partnership, a series of specialised lectures, workshops, and training programmes on scientific research will be launched to strengthen the research culture within CDA and support the use of data and evidence in developing social policies, programmes, and services.


Shaikha Al Jarman, CEO of the Social Development Sector at the Community Development Authority in Dubai, affirmed that building an advanced knowledge ecosystem is a key enabler for advancing the social sector and strengthening its readiness for the future. She noted that the partnership with Emirates Scholars Center for Research and Studies will reinforce evidence-based research methodologies and support the use of research findings to develop more proactive and effective social frameworks and programmes.


Al Jarman added: “This partnership represents an important step towards strengthening the integration of knowledge and practical expertise. It will support the development of social insights and analyses that contribute to advancing solutions and services, enhance the ability of the social ecosystem to respond to societal transformations, and achieve sustainable impact that improves quality of life in Dubai.”
