Abstract

As global systems exhibit unprecedented systemic fragility, legacy probabilistic risk frameworks demonstrate severe architectural limitations. This paper introduces Sovereign OS, a novel, deterministic risk management system designed to achieve structural immunity and capture hidden organizational potential. Moving beyond Shannon’s informational entropy and legacy linear resilience models, the framework operationalizes the concept of Invisible Assets (IA) through a mathematical and physical architecture known as the Sovereign Readiness Ratio (SRR). By stripping operational variances of psychological framing, the system converts external volatility into computational energy metrics mapped to defensive core routines. The results verify that enforcing internal operational standards over external dependencies provides absolute strategic predictability and algorithmic stabilization for critical infrastructure.
