الحكم الذاتي: المفاهيم والنماذج والتحديات

Abstract

أصبح الحكم الذاتي الخيار المفضل لدى العديد من الدول عبر العالم لإدارة ومواجهة الصراعات والنزعات الانفصالية وكإطار لتعزيز التعايش داخل المجتمعات، عبر توفيره حكمًا ذاتيًا خاصًا للأقليات المتمركزة إقليميًا. وبدلاً من كونه مؤسسة قائمة بذاتها، غالبًا ما تتم دراسة الحكم الذاتي كشكل من أشكال اللامركزية والفيدرالية أو كنقطة نهاية في عمليات بناء السلام. وللمساعدة في التوضيح المفاهيمي للحكم الذاتي وإظهار نماذجه وتطبيقات المتنوعة، يحلل هذا البحث النماذج والاستخدامات المتنوعة للحكم الذاتي الإقليمي (الحكم الذاتي الديمقراطي، وما بعد الصراع، والمتداخل، والإداري، والثابت والديناميكي). مع الإشارة إلى أهم التحديات التي تواجهه في ظل النظام العالمي.
